INDIRA AWAAS YAJANA SCHEMES,SAIHA DISTRICT

   
Objective The objective of IAY is primarily to allow construction of dwelling units by the members of SC/ST, free bounded labourers and also non-SC/ST rural poor below the poverty line by providing them with grand-in aid.

The Indira Awaas Yajana (IAY) came to be implemented in Saiha District in 1990.

Permanent Wait List: (a)Households in the Waitlist were selected by Village Level IAY Selection & Verification Committee composed of NGOs, Political Parties, Religious Denominations, etc. Govt of Mizoram for issuance of copy to the stakeholders at the village, block and the district levels.

(b)The present IAY Permanent Waitlist was prepared in 2007 and it has as many as 2395 BPL households in it. Update of the present PWL of 2007 has been completed waiting only for the approval of the Govt of Mizoram for issuance of copy to the stakeholders at the village, block and the district levels.

Earmarking of 3% of Funds available for Disabled Persons: Funds to the tune of 3% available under IAY are earmarked for the benefit of physical and mentally challenged persons below poverty line as per 1.5 of chapter-1 of IAY Guidelines. During 2008-09, a number of IAY houses have been constructed for Disabled householders and some unserviceable kutcha houses belonging to the above mentioned persons have also been upgraded.
Earmarking of 10% of
IAY funds for Natural Calamities:
(a). During 2008-09, at least 95 cyclone victims were given IAY New Construction assistance and some houses have also been repaired

(b)Fund proposal for claim of re-imbursement of Rs.35,25,000 expended for 90 cyclonic victims have been submitted to the Govt of Mizoram

Payment of Funds
through Post Office/ Banks:
Payment of IAY assistance fund is not directly done to the beneficiary to prevent the money from falling in to the wrong hands but is routed to the beneficiaries through the Post Office/ Banks.
Prioritizing Women and Widows for Housing Assistance: Allotment of IAY dwelling units in Saiha District is made in the name of female member of the beneficiary’s household or in the name of both male and female. Widows are kept top in mind when selection of IAY beneficiaries is made. During 2008-09, as many as 106 widows and 16 widowers were given IAY assistance in the District.
