Objective
|
The objective of IAY is primarily to allow construction of dwelling units by the Members of SC/ST, free bounded labourers and also non-SC/ST rural poor below the Poverty line by providing them with grand-in aid.
The Indira Awaas Yajana (IAY) came to be implemented in Saiha District in 1990.

Permanent Wait List: |
Households in the Waitlist were selected by Village Level IAY Selection & Verification Committee composed of NGOs, Political Parties, Religious Denominations, etc. under the chairmanship of the concerned Village Council President.
The present IAY Permanent Waitlist was third revised edition since 2007. Published in 2009, it has 2505 BPL households as follow:
1) New Construction under Tuipang RD Block :1025 households
2) Up-gradation under Tuipang RD Block : 604 households
Total : 1629 households
1) New Construction under Saiha RD Block : 547 households
2) Up-gradation under Saiha RD Block : 329 households
Total : 876 households
1) Total No. of New Construction: 1025+547 : 1572households
2) Total No. of up-gradation: 604+329 : 933 households
Grand Total No. of Households in District PWL : 2505 households

Earmarking of 3% of Funds available for Disabled Persons:
|
3% of total available fund is earmarked for disabled persons strictly as per chapter 1.5 of IAY Guidelines. During 2010-11, 8 disabled persons were given IAY assistance.

Earmarking of 10% of
IAY funds for Natural Calamities: |
10% of the total fund received is earmarked for victims of landslide, fire, cyclone, etc. During 2010-11, 30 victims were given IAY assistance.

Payment of Funds
through Banks:
|
Payment of IAY assistance is done strictly through banks at Saiha and Tuipang RD Blocks as per IAY Guidelines..

Prioritizing Women and Widows for Housing Assistance:
|
The allotment of IAY dwelling units in Saiha District is made in the name of female member of the beneficiary household or in the name of male & female. During 2010-2011, 25 widows were given IAY assistance.

Fresh Preparation of IAY Permanent Waitlist, 2011:
|
Since the present IAY Permanent Waitlist, 2009 is found to be ineffective in its coverage of families requiring housing assistance, step is underway in association with concerned Blocks to get the new IAY Permanent Waitlist, 2011 ready at earliest for use.

Problems Faced:
|
The assistance amount is still so small to construct IAY house because collection of housing materials is very difficult. The wooden materials available at the local market are costly and the amount of the assistance far below the actual amount required for the construction and completion of an IAY house. For the hilly areas, the assistance amount needs to be increased at least two- fold.
