NICNET(Internet Service):
NICNET is the Inter-network of All Administrative Units of all the Districts in India .It is connected with Internet.
The District is the basic administrative unit at the sub-state level in India. NICNET, with nodes in all the district of the Country, is in consonance with the decentralized planning concepts of the Government of India. It is a facilitator of information flow from the implementation level, to the planners at macro (national), macro-meso (region covering more than one state), meso(state), and micro (district, block and village)levels. NIC has innovated the concept of distributed databases, relevant to the specific requirements in India, and implemented the same over NICNET.
In Saiha District NICNET facility has been established in Office of the D.C.Saiha, Election Branch, SDO(Sadar) Office,NLUP Cell,Census,SDC Office,Office of the Additional D.C.,Saiha and also to DTO,Saiha to facilitate informatics development for decision support and information exchange.
NIC Saiha is equipped with 2MBPS High Speed Leased Line Connectivity in collaboration with BSNL,Saiha and also with Tatanet V-SAT (Direct Satellite ) Connectivity for backup internet connection.

Anti Virus Services
Installing Anti-virus Software provided by NIC is mandatory for the users of NICNET. As there is always possibility of threat and attack by Worm,Trozan and Viruses over the internet,So it is strongly recommended that all computer systems must be well protected by Anti-virus software .
Virus can attack a system by opening infected e-mail attachments or downloading infected files. However, this can be prevented by following certain guidelines like installing antivirus software and ensuring regular updates, using software patches to close security loopholes and installing a firewall to prevent unauthorized access to the network.

Website Domain Registration
As per the new Internet Domain Name Policy released by the Department of Information Technology, NIC is the exclusive registrar for GOV.IN country level Domain Registration. GOV.IN has been reserved for registering domain names for all the Government Departments/ Institutions/ Organisations at various levels right from Central Govt, States & UTs, Districts, Blocks and Panchayats. NIC has also been providing Domain Name Registration under NIC.IN as part of their Internet services since 1995 and has around 8000 domain names already registered. A majority of government ministries and departments including State Governments and District Administrations have registered their domains under NIC.IN domain name. Now, these websites have to be hosted under the 'GOV.IN' domain and NIC is providing this service free of Cost to its users. To facilitate the GOV.IN Domain Registration, NIC has set up an exclusive web site http://registry.gov.in. The domain name registration polices, process and eligibility requirements have also been published on the site. The site also facilitates online registration of 'GOV.IN' Domain Names.
NIC Saiha is authorized to utilise this facility.
ICT Training Services
NIC Saiha frequently organizes training programmes to impart training on e-Governance and Office Automation including MS Office, e-mail & internet to the officials from Mara Autonomous District Council ,Saiha and other departments in the district to enhance Information and Communication Technology culture among the offices and to improve efficiency while working on various IT supported projects. In addition trainings are also conducted on various applications implemented in the district like PlanPlus, NREGA etc.
Participants of these trainings can be divided into following categories
• NIC Officers located in NIC Hqrs./State/District Centres
• Users in different Central/State/District Government Ministries/Departments
• Hired Manpower taken up for development/deployment/trainers training of projects in NIC Hqrs./NIC State Centres/NIC Districts Centres.
• Students(IGNOU/DOEACC etc)/PSUs Employees

Training Purpose can also be divided into following categories
• E-governance Initiatives like e-Governance Workshops for Government officers
• Skill development Programmes like Computer Appreciation Programmes, ICT Tools for Information Management etc
• Technology and Management Programmes for NIC Professionals
• Training for operating an application, which is required to be implemented in Centre/State/District Government departments.
• Training provided by these government departments to their own employees.
• Educational Institutions like IGNOU/DOEACC or PSUs can also provide training to their students/employees.

Various modes of training offered by NIC Saiha can be categorized as below:
Conventional Training :In the conventional training mode, training to limited number of participants, is offered in class-room mode, where participants and the faculty are physically together in the class-room. This mode requires faculty/participants to travel to class-room location and is also restricted to limited numbers of participants being trained. This is by far the best mode of training as it allows the student to interact with the faculty in the most natural manner, however this is very expensive due to per student cost of faculty and travelling involved.
Web Learning (Interwise Technology): The limitation of conventional scenario was overcome by Interwise Technology, whereby geographically dispersed participants and faculty can come together through web on individual desktops. This methodology also had limitations, as to the faculty, it brings in a kind of artificial class-room, which may become monotonous in nature as there is no student in front of him. All, he has on his desk, is the list of names/iconic representation of students. Conversation with the remote participant is dependent on the participant’s choice for setting up of a microphone.

Virtual Class Room (Video Conferencing and Interwise Technology): To overcome the deficiency of web learning and provide the effectiveness of conventional mode, Video Conferencing Technology was used to create a huge virtual class-room of geographically dispersed students interacting in real time with the faculty, with no constraints of audio and video sharing. This technology complimented with Interwise technology (for desktop sharing) can take care of huge number of people needing training in different areas.
Messaging Services(E-Mail)
Mails are accepted and sent in NICNET from a single entry point i.e. via the SMTP gateways. Over 8 lakh mails are transacted in a day. Once a mail is accepted in the network, based on its address, it is routed to the recipient server. Messaging services constitute one of the primary applications deployed across the network. They represent the front end of the Network. Hence, Messaging services in NICNET need to integrate the application solution, the underlying network, proactive management and maintenance in a single source solution. The Messaging solution of NICNET is scalable, easily customizable, provisioned for increasing needs while assuring optimum performance, security and reliability. Recently, NIC has rationalized the myriad of e-mail addresses offered by NICNET. The growth of the network services had been going on at an explosive rate and a time had come for streamlining of the e-mail services by adopting a single virtual e-mail server for the whole nation and achieving address resolution in such an environment. Hence, it was decided to give the entire email addressing space in NICNET as "[at]nic[dot]in". Each network connected to the Internet has a Domain name associated with it, to ensure email and other traffic getting directed to the right recipient. In the case of NICNET, this domain is called "nic.in". All email to the home user is directed to "home.user[at]nic[dot]in" which will result in the mail being stored on the NIC mail server, ready to be collected by the home user email client.

Video Conferencing Services
NIC Saiha has been equipped with High-Performance Multimedia Systems for facilitate Video Conferencing between any of the districts of India or any of the Departments and HoDs Office where the VC is established. Multimedia Lab of National Informatics Centre has been reorganized as Multimedia Engineering and Facilities Division or Videoconferencing Division to provide & maintain NIC Videoconferencing Service . NIC Saiha is capable to connect and organise Video Conferencing with a network of 490 Videoconferencing sites over NICNET located at various cities all over India. This network runs on high-speed satellite highway of NIC called NICNET. More than 100 hrs of VC facility has been utilised by various departments within Saiha District tilldate.

Custom Software Development:
NIC provides all necessary support to the administrative unit of the State/Union Territory it attached. NIC develops software and applications for the ease of Public Administration in district level also State Level. The applications may be desktop application or online web-based applications or mobile device application. The projects are usually requested by the Department of Ministry concerned to the Head of NIC or the State Informatics Officer in written and according to the need of the organisation NIC tries to deliver the application in due course of time.
