ESTABLISHMENT Saiha District Treasury is functioning under the direction and control of Director, Accounts & Treasuries Department, Mizoram which is under the administrative control of Finance Department, Government of Mizoram As a Sub-Treasury Office, Saiha Sub-Treasury is established in 2nd February, 1976 and is upgraded into a District Treasury in 1st May 1978 . Previously, it was a Non-Banking Treasury and was transformed into Banking Treasury with effect from 21st January, 1983 .

DIVISION OF WORKS District Treasury, Saiha is divided into four (4) Branches in accordance with the assignment of works, namely (1) General Establishment Branch, (2) Accounts Branch, (3) Pension Branch and (4) Compilation Branch.
LAND & BUILDING The Department is having its own R.C.C. building (30 ft x 60 ft) near D.C.'s Office which is constructed in the year 1974 and is one of the oldest R.C.C. buildings in Saiha. There are 9 Treasury Staff Quarters at Saihatlangkawn, Saiha.
DUTIES    • Thorough checking of all government bills, personal claims, cheques and pension claims and passing of the same for
payment / encashment from S.B.I. Branch, Saiha.   • Compilation of Monthly Accounts (both Receipts and Payments) of Saiha District.
  • Submission of Monthly Accounts of the District of Saiha to the following Offices :-
  • Accountant General, Mizoram etc., Shillong.
  • Director, Accounts & Treasuries Department.
  • Director, Local Administration Department.
  • Director, Food & Civil Supplies Department.
  • Financial Commissioner to the Government of Mizoram.
  • Controller of Defence Accounts (Pension), Allahabad .
  • Dy. Controller of Accounts, Govt. of India , Ministry of Finance, Department of Expenditure (Central Pension), New Delhi .
  • Preparation and submission of Plus & Minus Memorandum in respect of Mara Autonomous District Council (MADC) to Accountant General, Mizoram, etc., Shillong.
  • To issue Drawal / Non-Drawal Certificate as and when demanded by Drawing and Disbursing Officer.
  • To issue Last Pay Certificate (LPC) in respect of Gazetted Officers posted under the jurisdiction of Saiha District Treasury on account of transfer, retire from service, expired, etc. for preparation of their pay slips or pension papers and sending of the same to concerned offices with a copy to the concerned Officer for official and personal records respectively.
  • Indenting and safe custody of Cheque Books / Cash Books of Cheque Drawing Departments / authorities and maintenance of its records.
  • To issue Judicial/Non-Judicial Stamps to authorised Vendor as and when demanded and maintenance of its records.
  • To issue Cheque Books to Cheque Drawing authorities viz. Executive Secretary, MADC Saiha; Executive Secretary, LADC Lawngtlai; Executive Engineer, PWD Saiha; Executive Engineer, P&E Saiha, Executive Engineer, PHE Lawngtlai, Divisional Forest Officer, E&F Lawngtlai; Divisional Officer, S&WC Lawngtlai and maintenance of its records.
  • To issue permission to those government offices who are willing to deposit their strong chest, cash, seized goods, confidential papers including question papers of University / Under Graduate Examination, Election papers / materials including Electronic Voting Machine (EVM) and other valuables into the Treasury Strong Room and maintenance of their records.
  • Thorough checking and passing of Challans and maintenance of its records.
  • Sending of Pension Payment Orders / Both halves of Pension Payment Orders (PPO) to Director, Accounts & Treasuries Department for re-fixation / re-determination and for periodical review of Pension.   • Preparation and submission of Daily Receipts and Payments of the District to Finance Commissioner to the Government of Mizoram, Aizawl with a copy to Director, Accounts & Treasuries Department.
  • Checking of departmental figures (both Receipts & Payments), from Treasury records and authenticated ‘Reconciled Figures' and issue of the same to Head of Offices / Drawing and Disbursing Officers concerned.
  • Observe procedure in regards to payment of bills and are in conformity with General Financial Rules (GFR), Central Treasury Rules (CTR), Delegation of Financial Power Rules (DFPR) etc.
  • To comply with strictly Government of India's Decisions, Executive Orders, Notifications, Office Memorandum, Economy Measures and other measures taken by the State Government from time to time.
  • Keeping a watch that no payment is made in excess of Budget allotment by recording progress of expenditure with reference to the Budget allocation / Letter of Credit (LOC).
