SAIHA DISTRICT POLICE AT A GLANCE

   
Introduction Saiha District Police is headed by the Superintendant of Police and has three police stations, viz: Saiha, Tuipang and Phura. The SP is assisted by an Additional SP and a Deputy SP. Saiha district is comprised of numerous hills and valleys and is rich in vegetation and forest. The district shares a big international boundary with Myanmaar, which is generally formed by River Chhimtuipui barring few kms. The law & order and crime situation in the district is quite normal and Saiha is among the most peaceful districts of Mizoram. The people of Saiha are peace loving and law abiding. The NGOs also assist police in ensuring healthy crime free environment.

Brief Note on District Police Setup: Saiha District Police is headed by the Superintendent of Police (SP) who is assisted by the Addl.SP, Dy.SP(Hqrs) and other officers In-charge of various branches of the Unit as shown in the chart. The District Police Headquarters is situated in the heart of Saiha town at Council Veng. Most f the Police personnel reside in the Police Complex in Departmental quarters. The Saiha District Executive Force (DEF) is divided into several branches as follows:
1. SP’s Office: a) General Branch: This branch is made up of Ministerial staff headed by Inspector of Police (Ministerial). They mainly deal with the official works of the department which involves financial matters. The branch is presently manned by 16 staff.
b) Crime Branch: This branch consists of executive staff headed by a Sub-Inspector of Police as Reader. There are only 5(five) staff at present. The main duties work of the branch is to maintain records of Crimes.
c) Reserve Branch: This branch comprises of executive staff headed by a Sub-Inspector of Police as Reserve Officer. The branch sees the welfare, accommodation, posting & transfer, etc. of the staff.
d) Motor Transport Branch: This branch is made up mainly of Drivers. There are 18 staff at present including mechanics and handymen. The branch is responsible for the maintenance of departmental vehicles and other machines.
e) District Special Branch: This branch consists of Executive Police personnel in plain cloth headed by a senior Sub-Inspector of Police. Their main work is to collect Intelligence report.
f) Confidential Branch: This is a personal Branch of the SP, Saiha. Its maintain all confidential records of the District Police.
2. Police Stations and Outposts: There are only 3(three) Police Stations viz: Saiha Police Station, Tuipang Police Station and Phura Police Stations, 3(three) Police Outposts viz: Lungbun OP, Kawlchaw OP, Saihatlangkawn OP and 1(one) Beat Post at Saiha Bazar in the District. Saiha PS is headed by an Inspector of Police as Officer In-charge and the other 2(two) PSs are headed by a Sub-Inspector as OC. All the OPs are headed by ASIs as In-charge. Saiha police station also has a traffic branch to ensure smooth flow of traffic in the town.
3. Prosecution Branch: There is also a separate Police branch in the court of the District Magistrate called Prosecution Branch. Due to the absence of Public Prosecutor, a Police Inspector has to act as Prosecutor in Police cases during trial of the arrested accused persons. The Branch is headed by an Prosecuting Inspector with other supporting staff.
4. Mizoram Police Radio Organization: A Control Centre of Police Radio also is located at Saiha in the Police Complex. It is headed by an Inspector of Police (Wireless) with several supporting staff/Operators. MPRO is also having PR stations at all the Police Stations and Outposts in the district.
5. Common Integrated Police Application (CIPA): This Project has also been installed at Saiha Police Station. There is also a proposal for installing the same at Tuipang Police Station. This is a project to computerize all the daily works and records of the Police stations thereby enabling to link with others PSs in the whole of India. There is a proposal to upgrade this project by replacing it with new and trendier software called Crimes and Criminal Tracking Network System (CCTNS) which will soon be launched.
6. POLNET: A Police network system known as ‘POLNET’ has also been installed in the District with an aim to modernize the system of communication between all the District Police in India. Through this System, Saiha District Police can easily communicate with other Units throughout India. The POLNET is manned by the MPRO staff.
Crime Trend: In comparison to other districts of Mizoram, crime rate in Saiha District is considerably low. This can be attributed to the joint efforts of the Police and local NGOs of the district. Crimes can also be seen to be decreasing year by year. The most common crime in the district is theft followed by burglary. However, these crimes are petty in nature. Theft and burglary has increased probably due to the rise of drug abusers/addicts. Most of the crimes are committed by small time offenders and that there is no hardcore criminal or commission of crime in an organized manner. Most of the cases registered in the Police Stations in Saiha District are worked out. There are also many cases registered under violation of Indian Passport Rules and Foreigner Act. Most of these cases are against the illegal intruders from Myanmar owing to the porous nature of the International boundary. Some cases are also booked against ILP violators.

The tough terrain presents an enormous challenge for the police as it becomes an easy hideout of the criminal but due to constant vigil of the villagers, NGO along with the Police, the crime is low which results in a healthy and crime free society.
