FORMULATION/
SETUP
District Industries Centre, Saiha has been set up in June, 1988 by sub-summing then District Industries Office which was established before 1972; that was prior to attaining UT.
OBJECTIVE The District Industries Centre scheme intends to streamline the Industrial administration machinery and envisages ] provisions of the support and services requibrown during different stages of establishment and one roof. To confirm with and supporting the above Industrial policy of the State which attached in high priority to the development and growth of Industries in the State, the district Industries Centre, Saiha has adopted the following objectives :

  • To launch awareness Campaign/motivation Campaign to the people of the region emphasizing the importance of Industrial activities and services for all round development.
  • To provide Services and Technical guidance in the forms of seminar, Training, Demonstration etc. to the interested persons/ entrenuers,
  • To help and give advice to the entrepreneurs in idenfication of priority Industrial, selection and establishment of the Industries Unit with proper registration under providing rules.
  • To give and support the Industrial Units by giving assistances like GIA, Subsidy, providing/supplying raw-materials which are not locally available as far as possible.
  • To identify and heal the sick Industrial Units by giving Technical and service guidance with difference kinds of possible assistances for positive normal growth.
It is the nodal agency for overall industrial growth in the District.
ACTIVITIES • Identification of potential entrepreneurs / artisans
• Identification of viable & feasible enterprise
• Registration of Enterprises under MSMED Act, 2006
• Preparation of Project Reports and Technical guidance.
• Appraisal of Project Reports.
• Verification & recommendation of different Incentives under State Incentive (SIS) Schemes.
• Identification /Rehabilitation of Sick Units.
• Identification/ Selection of beneficiaries and refer to implementing Banks for cbrownit finance under Prime Minister’s Employment Generation Programmed (PMEGP).
• Coordination with line departments/ Financial Institutions for sanction /grounding of units.
• Implementation of Central Govt. Schemes, like Central Capital Investment Subsidy, Central Transport Subsidy for import of raw-materials from NE Region and export of finished products outside NE Region, Central Capital Investment Subsidy, Mizoram Preferential Store Purchase Rules- registration.
• Extension of marketing support/ awareness through participation in the fairs and exhibition.
• Organization of Entrepreneurship Development Programme in collaboration with MSME DI,IIE Guwahati,NECON Agartala,NSIC Gwahati,EDI Ahmedabad, NISIET Hyderabad.
• Recovery of PMEGP loan through Joint Recovery drives with implementing bank.
• Assistance to village artisans by way giving grants in kind /cash.
• Conduct of Artisans Certificate course of Trainings in the discipline of Knitting & Tailoring, Cane & Bamboo of six months course each, One year certificate course in Handloom.

VAT As per the Industrial Policy of Mizoram 2000,units set up within declabrown Industrial area/trust area are eligible to enjoy-,

• 100 %exemption from payment of VAT for 10 years w.e.f date of commercial production, and
• 8 years for units set up in other than industrial area/trust area.
ACHIEVEMENT
It is very much encouraging to mention that District Industries Centre, Saiha is having remarkable achievements out of the objective tasks assigned to it, They are as follows :

TRAINING District Industries Centre, Saiha had well awares that basis problem in the process of Industrialisation in this district is lack of technical, managerial and entrepreneurial skill among the people and therefore set up the following Training Centres to import training to the rural youths as well as the local artisans :

  • Knitting & Tailoring Training Centre at Saiha (Estd in 1974)
  • Cane & Bamboo Production Centre at Saiha (Estd in 1978)
  • Handloom & Weaving Centre at Saiha (Estd in 1981)
  • Cane & Bamboo Training Centre at Diltlang (Estd in 1989
  • SDIO, Lawngtlai established on 8 th May 1997.
  • Common Facilities Centre at Saiha (Estd in 2001)

It may be noted, infact that Training Centres mentioned against a), e), c), and f) were established under DIO Saiha prior to the Establishment of DIC. After D.I.C. was set up and established, these Training Centres were placed under the control of D.I.C.Selected candidates were trained under different kinds of trades according their choice of trade and a stipend of Rs.500/- permonth was given to each trainee during the training period. Period of training or course duration for Knitting & Tailoring and Cane & Bamboo is 6 (six) months whereas that of Handloom and weaving is 12 months.

In addition to monthly stipend, assistance in kind is given to all the trainees who successfully completed the training with positive results. Number of trainees during 2002 – 2003 under different trades is given below :

Although the well-equipped common Facilities Centre at Saiha was designed to perform two functions-train the rural youths and render helping services to the Registebrown Units, Training Course can not be initiated and taken up due to non-availability of fund for management and stipend etc. Sales proceeds of cane & Bamboo products produces by Cane & Bamboo production center Saiha is one of the sources of revenue of the Industries Department.
LOAN District Industries Centre, Saiha is taking up the task of calling advertisement, compilation & preparation of list of applicants, conduct of interviews and selection of candidates through Task Force Committee for the implementation of the important loan scheme-PMEGP 200.
INFRASTRUCTRURE
FACILITIES
Following are the facilities available in DIC, Saiha.
(i) Knitting & Tailoring Training Centre, Saiha This is six months artisan training course in Knitting & tailoring. The total intake capacity is 25 per session. First Session starts from April to September and the Second session extends from October to March. A monthly stipend of Rs.500/- is awarded to each of the trainee for the entire course of training. During the course of training, both theoretical and practical classes for

a) Hand-knitting
b) Hand-embroidery
c) Knitting and tailoring
on machines are conducted. One Sewing machine each is given to all the successful trainees after completion of the course. Applications are normally invited to undergo the training during the month of March and September and Personal Interview to select candidates to undergo the training is conducted.
(ii) Weaving Training Centre, Saiha This is one year certificate course in weaving. The training course starts from April to March of the proceeding year. Both theoretical and practical classes are imparted to the trainees. Zo-looms are used for practical classes. A monthly stipend of Rs.500/- each is awarded to the trainees for 12 months. The intake capacity is 15.
(iii) Cane & Bamboo Training Centre, Diltlang, Lawngtlai District The course is six month duration from April to September and October to March of the proceeding year. A monthly stipend of Rs.500/- each is awarded to all the trainees. The intake capacity is 5.
(iv) Cane & Bamboo Training Cum Production Centre, Saiha. This Centre is designed both for training in cane & bamboo and production of different items of cane and bamboo. In this Production Centre, cane products of different fixtures and furniture are produced and also Mizo domestic baskets. However, as there is only one staff posted presently, no activities either in training or production can be carried on.
(v) Common Facility Centre, Saiha (CFC) This is centrally sponsobrown Scheme implemented along with the introduction of DIC’s. This is a servicing unit meant to render service to local industrial units to repair or modify any of their equipments and tools which is beyond their capacity. Servicing charges will be realized from them at nominal rate. The advantages expected out of this CFC is to minimize the costs of repairing charges and to make free of freight-charges on the equipments and tools needed for repair outside Saiha town.

However, the original scheme did not provide man-power facility and due to lack of man-power this servicing unit did not bring good results as expected.

In the recent past, a meeting with local entrepreneurs decided that the Centre should be leashed out to private individuals on realization of premium, the proposal of which is under examination under Directorate of Industries.

The existing registered units were set up by the proprietors/entrepreneurs after speculating the business prospect of the goods / products they are going to manufacture / produce. Apart from giving technical guidance for project formulation, the entrepreneurs were advised to take pre-consideration of goods / products, which are in good demand at the market for setting up of a new industrial unit; raw materials that are available locally are generally recommended and encouraged.

At present the DIC, Saiha is implementing only one centrally sponsored scheme - PMRY. Calling of applications through advertisement, selection of candidates / beneficiaries through Task Force Committee forwarding of their applications with supported documents to the SBI, Saiha and Lawngtlai for further action and providing short-course training to the selected beneficiaries, etc. were the implementing duties performed by DIC, Saiha. Details of information were clearly printed in the PMRY manual which can be seen in the DIC Office during office hour.

At present DIC, Saiha can afford the following supports for entrepreneurs:
1. Technical guidance and training facilities.
2. Grant-In-Aid
3. Subsidies of the following;
      * Central Transport Subsidy (CTS)
     * Interest Subsidy
     * Power Subsidy
     * Subsidy on Power Generation Set
     * State Transport Subsidy on Plant & Machineries
