DEPARTMENTAL ACHIEVEMENT OF DISTRICT INDUSTRIES CENTRE SA

   
HISTORY IHA With a view to promote and implement the Industrial Policy announced by the Union Minister of Industry during December 1977. The phased Programme of setting up District Industries Centres (DIC's) was initiated in May 1978 with the Development Commissioner, Small Scale Industries (DCSSI), New Delhi , as the national Co-Ordinator. The North Eastern Region is one of the six regions into which the country has been divied under the DIC programme, Accordingly, the Gov't. of Mizoram had set up three DIC's at the following District Headquarters Aizawl, Lunglei & Saiha.

The District Industries Centre Saiha, covering the whole District of Chhimtuipui (undivided) was established and inaugurated on 1.6.1988. by upgrading the existing functional department/office of District Industries Officer with all its working staff merged into District Industries Centre. The first Ceneral Manager of DIC Saiha was Pu.V.L.Tluanga, who spearhead the newly created D.I.C. with minimum working staff. The present staff position as on 30.9.2003 is as hereunder. :-

OBJECTIVE The District Industries Centre scheme intends to streamline the Industrial administration machinery and envisages ] provisions of the support and services required during different stages of establishment and one roof. To confirm with and supporting the above Industrial policy of the State which attached in high priority to the development and growth of Industries in the State, the district Industries Centre, Saiha has adopted the following objectives :

  • To launch awareness Campaign/motivation Campaign to the people of the region emphasizing the importance of Industrial activities and services for all round development.
  • To provide Services and Technical guidance in the forms of seminar, Training, Demonstration etc. to the interested persons/ entrenuers,
  • To help and give advice to the entrepreneurs in idenfication of priority Industrial, selection and establishment of the Industries Unit with proper registration under providing rules.
  • To give and support the Industrial Units by giving assistances like GIA, Subsidy, providing/supplying raw-materials which are not locally available as far as possible.
  • To identify and heal the sick Industrial Units by giving Technical and service guidance with difference kinds of possible assistances for positive normal growth.
ACHIEVEMENT It is very much encouraging to mention that District Industries Centre, Saiha is having remarkable achievements out of the objective tasks assigned to it, They are as follows :

  • District Industries Centre, Saiha is lounching motivation-cum-awareness campaign within the region of its jurisdiction from time to time depending on the availability of fund.

TRAINING District Industries Centre, Saiha had well awares that basis problem in the process of Industrialisation in this district is lack of technical, managerial and entrepreneurial skill among the people and therefore set up the following Training Centres to import training to the rural youths as well as the local artisans :

  • Knitting & Tailoring Training Centre at Saiha (Estd in 1974)
  • Cane & Bamboo Production Centre at Saiha (Estd in 1978)
  • Handloom & Weaving Centre at Saiha (Estd in 1981)
  • Cane & Bamboo Training Centre at Diltlang (Estd in 1989
  • SDIO, Lawngtlai established on 8 th May 1997.
  • Common Facilities Centre at Saiha (Estd in 2001)

It may be noted, infact that Training Centres mentioned against a), e), c), and f) were established under DIO Saiha prior to the Establishment of DIC. After D.I.C. was set up and established, these Training Centres were placed under the control of D.I.C.Selected candidates were trained under different kinds of trades according their choice of trade and a stipend of Rs.250/- permonth was given to each trainee during the training period. Period of training or course duration for Knitting & Tailoring and Cane & Bamboo is 6 (six) months whereas that of Handloom and weaving is 12 months.

In addition to monthly stipend, assistance in kind is given to all the trainees who successfully completed the training with positive results. Number of trainees during 2002 – 2003 under different trades is given below :

Although the well-equipped common Facilities Centre at Saiha was designed to perform two functions-train the rural youths and render helping services to the Registered Units, Training Course can not be initiated and taken up due to non-availability of fund for management and stipend etc. Sales proceeds of cane & Bamboo products produces by Cane & Bamboo production center Saiha is one of the sources of revenue of the Industries Department.
LOAN District Industries Centre, Saiha is taking up the task of calling advertisement, compilation & preparation of list of applicants, conduct of interviews and selection of candidates through Task Force Committee for the implementation of the important loan scheme-PMRY 200 sponsored by the Central Government.During 2002-2003, Educated Un-Employed Youths were selected to avail the loan (PMRY loan).The granted amount of loan was disbursed by State Bank of India. Saiha and Lawngtlai soom after the selected beneficiaries were trained by NECON, Aizawl.
