SERVICES UNDER DISTRICT COMMISSIONER OFFICE,SAIHA

General Administration

Deputy Commissioner is the head of the District administration. The Deputy Commissioner is the executive head as well as judicial head of the district. The DC is aided by a number of officers like Additional Deputy Commissioner, Sub-Divisional Officers of Civil Sub-Divisions, Election Officer and Assistant to Deputy Commissioners to assist him in different type of activities. As the executive head the DC plays a vital role in coordinating with all developmental heads of the district for all round developmental activities under various programs such as M.P. scheme (MPLAD), MLA’s scheme, Border Areas Development Programme, MGNREGS and BRGF and so on. There also exists the District Rural Development Agency (DRDA) and the DC is the chairman of the said agency. The Project Director is the functional head of the agency. All schemes of rural development are implemented by Block Development Officers and the necessary funds are routed through this agency.

Law and Order

Maintenance of law and order is another important aspect of district administration to give proper security and to safeguard the lives and properties of the citizen. In this regard the DC act as the District Magistrate for maintenance of law and order in the district. The District Magistrate is assisted by Additional Deputy Commissioner, Sub-Division Magistrates and other Executive Magistrates and keeps close link with police department for necessity. The Superintendent of Police is the head of the Police Administration.

Revenue

In revenue matter the DC is assisted by ADC i/c of Revenue and other Revenue and Enforcement staff. There is constitutionally recognized Mara Autonomous District Council in Saiha. Hence all types of revenue collection like settlement of Hats (Bazar), Ghats, Ponds, Ferries, Professional tax are directly dealt by District Council, except matters like acquisition of Govt. land, encroachment of Govt. land, allotment of land to central department, payment of compensation money etc.

Natural Calamity

The DC plays a key role during natural disaster periods like flood, earthquake, landslide, cyclone/storm damage or fire incidence. The DC generally takes prompt action whenever the situation arises in any part of the district, and provides assistance either in cash or kind to the victims according to the nature of damage.

Arms & Inner Line Permit

Control of Arms License is the sole authority of Deputy Commissioner in the District. Arms registration and renewal of Arms License can be done at Deputy Commissioner Office.
The Inner Line Permit for those non- tribals coming to Saiha has been regulated under the strict control of Deputy Commissioner. ILP is usually issued to non-tribal for a period of 6 months. For those who want to take two years validity of ILP, one has to apply to the State Govt through Deputy Commissioner.

Housing Loans

Deputy Commissioner’s Office is the nodal department for award of LIC Housing Loan from Local Administration Deptt, Govt of Mizoram. The two categories of loans Low Income Group (LIG) and Middle Income Group (MIG) are selected for loans after regular intervals or when the Govt deems necessary to sit for fresh seclection.

Census

The mammoth task of population census after every ten years is conducted by the Deputy Commissioner’s Office. The statistics and data collected under Census are quite useful for preparation of village and district planning.

Issue of Certificates

Deputy Commissioner’s office is the one and only authority who can issue ST/SC or OBC Certificates in the District. Residential Certificates, Financial Soundness Certificate etc are also issued from Deputy Commissioner Office.

Urban Poverty Eradication Cell

This is called the SJSRY. It aims to minimize the level of poverty among the urban poor. Under SJSRY, training of youth in entrepreneurial skills are imparted and women self help groups were also formed. The members of BPL are also provided wage employment.

Planning & Development

District Planning Committee exists in the Deputy Commissioner’s Office as he is the Chairman of District Planning Committee. A well-defined District Planning Secretariat has been constituted under the guidance of the present Deputy Commissioner and all planning related developments and schemes are being discussed prior to its implementation under the Chairmanship of Deputy Commissioner.
Under this service, MLALADS and MPLADS (LS & RS) are implemented. Many community assets including community halls, libraries, urinals, social infrastructures are constructed.

Elections

Elections to Legislative Assembly and to Lok Sabha seat as well as elections to Mara Autonomous District Council are conducted and supervised by the Deputy Commissioner. The Deputy Commissioner, as a District Election Officer, is assisted by Election Officer.

Circuit House

Deputy Commissioner’s Office has a very modest and comfortable government guest house at a very affordable rate. Circuit House serves many government officials and non – officials.

RTI

A revolutionary landmark in the history of India, Right to Information in Saiha District has not yet been utilized in Saiha District. Information can be had from DC Office after paying prescribed fee (No fees for BPL).

Besides all these the DC being the head of the district also holds the post of Chairman of various committee, colleges, sports, Banks etc.
