ADMINISTRATIVE SET UP OF SAIHA DISTRICT

INTRODUCTION
|
Saiha District is the senior most District in the state of Mizoram. The Deputy Commissioner (DC) is the head of the District administration. The DC of Saiha district is an Indian Administrative Service (IAS) officer who is in charge of governmental assets in his district jurisdiction. The responsibility of General Administration of the District lies with the Deputy Commissioner. He is an executive head of all Government Offices within the District

| SUB-DIVISION |
The Administrative Setup of Saiha district is divided into two Sub- Division….i.e. Saiha and Tuipang Sub-Division. The sub-divisional administrative functions are undertaken by the Sub Divisional Officers (SDO). The SDO, head of the Sub-Division, possesses various powers and controls viz. Administrative, Executive etc. and also enjoyed certain privileges with the discharge of his duty.
SDO deals with the Natural Calamities like unseasonal rains, land-slide, floods, fire etc. and takes necessary measures in consultation with the Deputy Commissioner.

| MADC |
There is a Separate government body called as Mara Autonomous District Council (MADC) which was setup under the provision of Sixth Schedule of the Indian Constitution. It can be compared the council with the mini- Legislative Assembly regarding powers to pass their own laws and rules, subject to rectification by the Administrator (Governor of Mizoram). In fact the administrative structure is quite unique, in the sense that there are two parallel administrative hierarchies- one of the State Government headed by the Deputy Commissioner and the other of the Council is headed by the Chief Executive Member. The Councils have their own Forest Department, PWD, LAD, Education Department, Social Welfare Department, etc. apart from the district level officers present here from the state government. This at times leads to duplication of role and responsibilities and coordination problems. In fact, the Councils also have judicial powers to try cases under the customary law, while cases under IPC and Cr PC are tried by the District Magistrate / Deputy Commissioner. There is no separation of judiciary and executive in these areas. The Councils get their annual Grant in Aid from Government of India through the State Government Annual Plan. The Government of India accords very high priority to these minority tribal areas in preserving their culture, tradition and functional autonomy. The members of District Council (MDC) are elected by the people within the District Provision, for a term of five years.
