AIDE-MEMOIRS/INDICATORS FOR GENERAL BRIEFING AT DISTRICT LEVEL

0I. NATIONAL SOCIAL ASSISTANCE PROGRAMME
   

A. NATIONAL FAMILY BENEFIT SCHEME; (NSAP)

a) IEC Campaign :- To create awareness to the people a sort of campaign has been done at the Block Level generally by the Child Development Project Officer (CDPO) and the staff and even by the Anganwadi Workers through their constant contact with the village people.
b) Mode of Selection of Beneficiaries :- Individual as well as Village Council’s recommended applications are all submitted to the Block Level Officer, i,e CDPO which after careful scrutiny and verification, are then forwarded to the District Social Welfare Office. At the District Level the State Government set up “ the District Level Selection Board of NSAP “ under the Chairmanship of the Deputy Commissioner. The Project Director DRDA, the Local Administration Officer ( MADC ) , the two members of the Legislative Assembly of the District, and the President, Mara Thyutlia Py (MTP) , Saiha are the members whereas the District Social Welfare Officer is the member Secretary. This Selection Board makes the final Selection of the Beneficiaries and it is the highest authority on NSAP within the District.
c) Verification of death of the bread-earner :- At the time of submission of the application for the National Family Benefit Scheme (NFBS), attachment of the ‘death certificate ‘ of the bread – earner of the family issued by the village level registrar of birth and death – appointed by the State Government is a must and without which the application is null and void. Besides, spot verification is done by the staff of CDPO and Village Level Leaders of NGOs. Sanctioning of the amount is done by the Government of Mizoram.
d) Time of Payment :- Payment of assistance is made once in a financial year and if the application is received before the final sitting of the Selection Board for that current year it may be accepted to be considered.
e) Multiple Claims :- Till date no multiple claim has been experienced. The people of Mizoram are well informed that the NFBS is sanctioned only once for one family.
f) Mode of payment :- It is done in cash. For the convenience of the beneficiaries the Block Level Officers and his staff of the department are entrusted for the disbursement of the amount to the people within their area.
g) Availability and flow of funds :- As far as practicable the Block Officers entrusted the Block/Village leaders to disburse the amount to the beneficiaries if they can not come to the Block Headquarters personally.
h) Grievances and complains :- Does not aries till date.

i) No. of beneficiaries :- During the past three years number of NFBS beneficiaries are :-

2007 - 2008 = 70
2008 - 2009 = 70
2009 - 2010 = 70

B. INDIRA GANDHI NATIONAL OLD AGE PENSION SCHEME ( IGNOAPS)

a) IEC Campaign and Public awareness :- At present rural public are much aware of the scheme and the 2007 modification which entitled all BPL above 65 years of age is much appreciated by all the people of Mizoram.
b) Additional fund provided by Mizoram :- Previously the Government of Mizoram sanctioned Rs 50/- each for an old aged pensioner in addition to the Central Fund of Rs 200/-. At present this additional fund cannot be sanctioned for the new pensioners due to shortage of fund. There is no separate state run scheme with different criteria.
c) Mode of selection of beneficiaries :- Prior to 2009 individual applications with the recommendation of Village Council President and leaders of NGO were submitted to the Block Level Officer i,e CDPO. After careful verification of the application with the help of the NGO leaders of the village concern, it was forwarded to the District Social Welfare Officer. The final selection of the beneficiaries is in the hand of District Level Selection Board of NSAP under the Chairmanship of the Deputy Commissioner. By 2009 a new criteria was introduced in which a Village Selection Board was set up in each village consisting six members representing different prominent NGO’s like MTP, MCHP, MUP with one village prominent citizen and one Anganwadi Worker under the Chairmanship of Village Council President. The village level Board’s selection is forwarded to the District Social Welfare Officer. The final selection of the beneficiaries is done by the District Level Selection Board of NSAP. The introduction of this new system in the criteria of selection is most convenient for the rural public as well as for the department concern.
d) Verifying Authority :- From the beginning of the implementation of the scheme the village NGO leaders and the Village Council President are given the responsibility of giving recommendations on the applications made by the people of that village without which the application cannot be accepted by the concern department. The Block level Officer ie, CDPO and staff carefully scrutinized all the applications and then forwarded them to the DSWO. The District Level Selection Board of NSAP is the body who does the final scrutinizing of the applications as well as make final selection of the beneficiaries.
e) List of beneficiaries :- The lists of beneficiaries is maintained in the office custody of District Social Welfare Officer, at the District Level and at the Child Development Project Officer’s office as well in the block level. Further the list is also made available at the Directorate of the Social Welfare Office and is kept within the reach of every citizen. The village level NGO leaders are informed to report to the DSWO whenever any of the beneficiary of that village happened to die or shifted to other villages and the up-dating is often done in the earliest possible time by the authority.
f) Mode of payment :- The amount is paid to the beneficiaries in cash and it is done whenever the fund is available. In the case of beneficiaries who cannot turn up personally to take the pension payment is made if and when the authorization letter acknowledged by the village President or NGO leader of that village with Seal is produced.
g) Pension Book :- A pension book bearing the Pensioner’s photo with the particular number given in the office is issued to each beneficiary; without which no fund is given to the pensioner.
h) Transparency :- The Department is taking up every system in a transparent manner and any grievance is to be taken care of strictly. No case of grievance is entertained during 2009-2010.

C. INDIRA GANDHI NATIONAL WIDOW PENSIONSCHEME (IGNWPS)

(a) In this IGNWPS everything regarding the creation of Rural Public awareness, no provision of Additional fund by Mizoram, mode of selection and verification of beneficiaries, method of scrutinizing, the maintenance of list of beneficiaries and its up-dating, mode of payment, supply of pension books with Photo and the system of transparency are all similar with that of IGNOAPS.
(b) Since the IGNWPS is presently given to those widows whose husbands are dead, if the beneficiary happened to get into remarriage- her pension would be terminated right away and in her place the District Level authority will place another applicant when they came to learn about it.. The total number of application received was 892 whereas only 192 pensions has been sanctioned for the Chhimtuipui District (Undivided) till date.

D. INDIRA GANDHI NATIONAL DISABILITY PENSION SCHEME.

a) Like IGNWPS, in the Indira Gandhi National Disability Pension Scheme (IGNDPS) everything regarding the creation of Rural Public awareness , no provision of additional fund by Mizoram mode of selection and verification of beneficiaries, method of scrutinizing, the maintenance of list of beneficiaries and its up-dating, mode of payment, supply of pension books with photo and the system of transparency are all similar with that of IGNOAPS.
b) At present under the Indira Gandhi National Disability Pension Scheme there are 75 beneficiaries in the District. In some cases the disability certification is done by the Medical Officer but in the remote areas of the District, Village Council President and leaders of the NGO of that village concern are also entrusted to do this certification.
